Windows XP Home Activation Wizard will not start.

I have a machine that has had no major hardware changes or OS repairs run. For whatever reason it started prompting for reactivation because of significant hardware changes. If I a) Say yes, run the Activation Wizard now, b) go to Start > Accessories > System Tools > Activation Wizard, or c) run  "oobe/msoobe /a" I get nothing. No drive activity. No msoobe under processes. No messages in the event log at all. I have downgraded to IE7 and then reinstalled IE8. No difference. Any advice is welcome.
