Exchange 2003 sends NDR instead of holding email in queue when connection is down

Hello,
We have a site with an Exchange 2003 server running on W2K3 server in a W2K3 domian.
The problem we have happens when the Internet connection goes down. When we loose our connection (which is often and another story) user's start receiving NDR's from Exchange instead of Exchange holding the email in queue until the connection is restored. Any ideas why this is happening and what to check/do to get Exchange to keep the mail in queue until the connection is restored would be appreciated.
