How to Configure the TCPIP Timeout in Linux

My java application encountered problem to detect the connection error in Linux platform when perform a http post to a unreacheable URL. It works fine at window where the java program can detect the connection failure when the URL is unknow/unreachable. But, this not happen when i run my application in Linux server where the http post request hanging there for long time and no connection error exception had been thrown. Would like to check is there any setting that i need to set at the O/S level? I checked the tcpip timeout and the value is 7200
