frames question

I want to make a frames page like I have illustrated below in the attached picture. I want the two side frames to take up all excess space or give up space when needed, while all inside content will be fixed width. I'm trying to achieve a frames page where the navigation and content are always centered no matter what the resolution. Can I set the two outside frames for both the masthead and the nav/content area to 100% width to achieve this. If so, does anybody know the correct code for this?

Hopefully, an easy 500 points for someone
