I get this error when creating a new rule in Outlook 2007.

One or more rules could not be uploaded to Exchange server and have been deactivated. This could be because some of the parameters are not supported or there is insufficient space to store all your rules

We are running Exchange 2010 (the error used to also come up before we recently upgraded from Exchange 2007 as well).

Is there a way to increase the amount of space allocated for rules? Is this a server or client side issue?

I stumbled on this by accident, looking for an Exchange2010 RulesQuota related question that I posted back in March 2010. This is an incorrect answer, or if a real in-depth exchange 2010 expert wants to clarify the official answer is that Exchange 2010 no longer has a limit on rulesquota sizes. Optional

Microsoft.Exchange.Data.ByteQuantifiedSize

The RulesQuota parameter specifies the limit for the size of rules for this mailbox. When you enter a value, qualify the value with one of the following:
·       B (bytes)
·       KB (kilobytes)
·       MB (megabytes)
·       GB (gigabytes)
·       TB (terabytes)

Unqualified values are treated as bytes.
The default value for this parameter is 64 KB.
 
Note:
The quota for mailbox rules applies only to enabled rules. There is no restriction on the number of disabled rules a mailbox can have. However, the total size of rules that are enabled or active can't exceed the value specified for this parameter.
