You could start with buying Adobe Acrobat 9 which lets you edit pdf files, but sometimes the forms are locked so you cannot save your contents.

I do have Adobe Acrobat 9.0 -- I didn't see Acrobat listed under the categories I had to choose from. My question relates to the previous post below: I need to know how specifically to unlock and/or change the settings so a form can be saved using Acrobat Reader 9.0

It WAS true that form data could not be saved in a PDF but the latest versions of Adobe Acrobat (including Reader) now DO ALLOW form data to be saved within the PDF.

On a PC you will need Acrobat Reader version 8+ to be able to save a PDF with the form data included however this will only work if the PDF and forms were created using Adobe Acrobat Professional and that the saving of form data was permitted in the settings.
For more info read the Adobe Website
http://www.adobe.com/products/acrobat/reader.html

On OSX the Apple Preview application can open PDF forms and save the PDF with any form data entered (again provided the PDF is not locked)

Just to clarify, I am creating the form so I should have permission to change the settings, I just don't know where they are.

Thats kinda weak, we give you solutions then you just comment that you found an answer yourself? might as well post the answer for others to use for their benefit too.
You could Gooogle 'Unrestrict.exe' and download the trial of this program. It succesfully removes all restrictions on a PDF file. It costs about $29 US but is well worth it.

That should be 'UnrestrictPDF.exe' ... my apologies.
