Remotely change logged on users wallpaper

Is anyone aware of a method to change a logged on users wallpaper.
Without them having to logoff?

What sort of network are you running? If you are on a Windows Server, you could use
Group Policy to define a restricted wallpaper to certain users. This can be refreshed by running
"gpupdate" on the clients machine.

If the machine is not on a server based network, you could restrict them from changing the wallpaper by
specifying in the local machines Group Policy using gpedit.msc command.
