Run a program on boot before logon

I am trying to setup a .bat file to run each time Windows runs but before someone logs in. Is that possible? I tried to add it to the registry but you have to login in order for the program to execute.

    Yes, add the bat file as a startup script with group policy editor

    Depends mainly on what that program does. Is it just about executing it, and the program then ends, or will the program continue to run?
    You can use a local or group policy to define a startup(!) script in Computer Configuration\Windows Settings.
    Another possibility is to use scheduled task to run it at system startup (only available once the wizard finishes and you open the properties of the task).
