Outlook 2007 Template issue

I have a user (President of our Company) that ever time he logs off and back on his email template goes to Some weird font and double spaced.  I can not see to make any changes stick through outlook.   In order to fix it I copy the c:\documents and settings\CEO\application data\Microsoft\Templates folder from another user and poof it works.  

What is happening that is preventing these changes from sticking.  I have even limited the rights to the file thinking that he was over writing them some how.  I need some help before my head ends up on a stick.

Are you using Terminal Server? Are you using roaming profiles?

yes, We are using terminal server.  And yes we are using roaming profiles.

Have you tried deleting his roaming profile (both on the roaming profile share AND on the TS itself)?

I just took the profile out of active directory and let him log in without one.  Seems to be working, I just wanted to see your response to compare what I did with what you did.  I figured it out about 45 minutes before you posted.  

Why would it not take those changes but keep other changes such as new icons and background changes?

By removing the roaming profile you are telling the box to use a local one and depending on the profile name you had before on the TS, this means a new one will be created.
If you delete both as I mentioned I am sure the issue will be gone.
What could be the issue? Well many things but probably some sort of corruption on the profile, well known issue with roaming profiles. By the way are you using UPHClean on the TSs?

Yes, UPHClean is a life saver.  I don't know how anyone could work with out it.  I did have an issue with it when I updated my Symantec anti-virus.  It thought it was a virus.   I had to add an exception.
