Is it possible to connect Outlook 2007 to Exchange 2003 using ActiveSync??

You need to install rpcoverhttp service on your exchange (or another) server.

The steps are:
Configure Exchange to use RPC over HTTP/S.
Configure the RPC virtual directory in Internet Information Services.
Configure the RPC proxy server to use specific ports.
Configure your client computers to use RPC over HTTP/S

The answer is NO.
ActiveSync is NOT RPC over HTTPS.
They are two completely different things.

If RPC over HTTPS is not enabled on the server then you cannot use ActiveSync to connect.
You also cannot install the RPC Proxy on another server and use it for Exchange. It must be installed on an Exchange server.

Very poor answer above.
