How do I configure QoS over DSL

I have a remote office with a DSL link that is terminated using a netopia router and a Cisco ASA 5505.  This office has an Avaya IP office 500 switch.  The remote office is using a VPN connection back into our main office which is configured with a similar firewall and Avaya IP office 500 switch.  Is it possible to configure QoS with this equipment and if so how and where is this done?  Thanks

Do you want to add qos on internet or VPN tunnel?

I think the problem is the DSL traffic is competing with our normal internet traffic across our T1 out to the interenet.  There may be times when the data traffic over the DSL connection to the remote office would choke out the voice but I don't think that's what is happening the majority of the time.  Maybe we want to do both....but I am currently stuck between our IT vendor and our Telecom vendor each saying it is the other responsibilbity..... so I just need to know what need to be configured where.   Thanks
