Emails with signature being blocked as junk

The CEO of my company sends/receives may emails to/from austrailia, if these emails are sent in either direction and include a signature at bottom the emails never make it to destination (assume they are being blocked as spam at some point, but cannot be found in junk folder),  If the email signature is removed the emails go through.

Unfortunately I am dealing with CEO's on both ends who say "Just make it work", turning off the signature line is not an option for them.

I have added email address to junk whitelist, so it is not my filter blocking it.  Same emails sent to others make it no problem.  It is very strange.
Is the filter on the other end blocking images within emails?
