SQL1092N error creating database

Getting following error message
>db2 -v create database reqprodb
create database reqprodb
SQL1092N  "USER" does not have the authority to perform the requested

Where USER domain user and is a user added to the DB2ADMNS and DB2USERS groups locally.

    if it is included in the db2admns group on the local database machine, it should be able to create databases
    do you experience this issue with other users as well?

    Adding user to local Administrator group fixed the problem.
