archiving old exchange 2007 mailboxes

I have a bunch of users that are leaving after the  first of the year. For legal reasons they want to hold on to their emails. What is the best way for doing this, is there a way to archive the mailbox on the server side to like a thumb drive so that users have theses emails in a format that they can read?

    - GFI Software (allow you to easily read archived mail, search,...) :
    - Quest Software :

    Powershell cmdlet Export-Mailbox (export to a PST from Start) :

    Export-Mailbox -Identity <MailboxIdParameter> -TargetMailbox <MailboxIdParameter> -TargetFolder <Target_Folder_Name> -StartDate "<Month/Day/Year> <Time>" -EndDate "<Month/Day/Year> <Time>"

    Are these user in a specific OU or Mailbox Store ??

    Exchange Server 2007 Export Mailbox task

    Get-Mailbox | Export-Mailbox -PSTFolderPath C:/PST (create a PST folder under C drive)

    In order to export 2007 mailboxes to a pst, you have to be on a 32bit computer with 32bit exchange management tools.
