Exchange 2003 Resource Calendars permissions are not working.

We have several resource calendars setup in Exchange 2003 using Outlook 2003.  Some of them work properly so you can only delete your own meetings.  Others do not and allow anyone to edit the resource calendars schedule.  We've checked all the settings, permission groups, and levels and they all appear to be the same.  Can a mail box become corrupt?  Is there a way to repair without delete and re-create?  Anything else to look at?

    I would check whether the users have access to the mailbox in question any other way - such as permissions granted in the domain. Look for users and groups granted the Send As/Receive As or the Full Mailbox Access permission. If they have those permissions they overwrite the folder permissions.
