All that you can do is to call PayPal and ask them to implement your currency, but I think this will be impossible, they add currencies support as they believe that are needed.

In the currency code concatenation, remove the ' character.
string CODE = "INR";
StringBuilder url = new StringBuilder();
url.Append("https://www.paypal.com/cgi-bin/webscr?"
    + "cmd=_xclick&business="
    + HttpUtility.UrlEncode("shivdiamonds43@yahoo.com"));
url.AppendFormat("&item_name={0}", HttpUtility.UrlEncode(Lblorderid.Text ));
url.AppendFormat("&currency_code=" + CODE);
url.AppendFormat("&amount={0:f2}", lblamount.Text );
url.AppendFormat("&cancel_return={0}", HttpUtility.UrlEncode("http://www.shivdiamonds.com"));

Sorry, I didn't realize that you are using an unsupported currency code.    Check this: https://www.paypal.com/us/cgi-bin/webscr?cmd=xpt/Marketing/seller/mc/MCIntro-outside

You must use a currency from the list
