Block internet, but allow email through web access

I have a Linksys WRT54G3GV2-ST wireless router and need to block internet; however, allow webmail access.  The customer would like a couple of users to not have access to the internet, but allow access to their mail via the web.  How do I do this and what should I look for and configure.
