Permissions on winreg

I can not connect to the registry or event viewer remotely.  This is for a 2003 / XP environment. Please help me get this working.

Using GPO, I set the permissions on the winreg key to allow an additional group access to the remote registry.
The key has administrators with full permissions and backup operators with read permissions, plus my custom group.  I took these permissions straight from a MS document regarding this key. Do these sound correct?

I can't connect with the above permissions or even with directly adding my account to the key. I show up as having full access under effective permissions in all these cases. If I grant access to Authenticated Users / Everyone (or any group that contains these groups) I can get in with out any trouble.

    Adding system and local service appears to have resolved the issue.
