Check other receive connectors as well set them to accept 50 mb and also check users mailbox size limit and mailbox size.

These looks absolutely fine ... did you try restarting the Micrsofot Exchange Transport service ??
Just give me few minutes checking my server
Any transpoprt settings ??
Is it the same with all users or some .... have you check with all ??
How is your mail routing ... from external to internal ??

Is your mail going through the Exchange 2003? The message seems to indicate it is possibly from Exchange 2003.

Email is rootted from the av server to the smtp recieve connector on the mta .
i have disabled exchange 2003 smtp seerver to ensure this is the case
the av server send direct to the ip of the mts server

i have alsoi used adsiedit to ensure the limit on 2003 is set at 50mb
i have downed the 2003 server and tested inbound mail while it was doen and its fine but still same erro over the 10mb size email

Sorry this error is for all users as i have tested with multiple users all on the same store though as there is currently only 1 information store on the mailbox server ....

Can you create another store move a mailbox try with it or even try between the 2 stores once ??

One store is not of any use as it will work with the store driver .... How many External domains have you tried from ??

tried from seven differnt domains from other customers mail servers

Humm .... quiet unsure ...
Can you check the information on the SMTP virtual server on Exchange 2003 ??

Because thats the only things we have not checked .... let me know about it

shauncroucherCommented:
Can you also run through powershell commands and follow blog entry here:

http://exchangeshell.wordpress.com/2009/10/11/managing-message-size-limits-in-exchange-2007-using-powershell/

In particular, where you have unlimited, you may need to change to a limit.

Checked SMTP virtula server on ex  and no limits are set
this problem only ocured since we have been on 2007 when mail is routed to the 2003 smtpo it was fine

Have you checked that Trend micro that you are using on this site is not configured to reject based on message size?

Also you have two MX records for the domain, are these to same server, if not, have you checked limit on both?

So if you use Outlook Express or windows mail internally (on a LAN workstation or directly on the server) and connect directly to exchange server using PoP\SMTP and then try sending a mail item with attachment larger than 10MB does it go through?

Don't authenticate or anything, just try setting up the SMTP mailer with external email address and test sending to one of your internal recipients
