Compress heigth of a picture

I want to make a background pic shorter, but not cut out anything. It is OK if the pic looks warped.  How can I compress the heigth of a picture? Thanks.

    You don't need Photoshop to reduce the height of a picture. Pretty much any free graphics application or file viewer can do that as well.

    For example, IrfanView - a free file viewer for all graphics and multimedia formats:
    Load the picture, go to Image > Change size of image
    then choose the new dimensions, and if you only wish to change the height, not width, uncheck the 'Proportional' checkbox.
