Small Business Server 2003 Fax Console Security Admin Only Issue

I am attempting to add users within my network (Windows 2003) so that they can send/recieve faxes using Windows Fax and Scan on Windows 7. The users are set up so that "all fax accounts are accessible". Only the administrator can view and access previous faxes.

Please give a step-by-step guide to how this can be resolved. I do not want all users to have administrative privileges.

    I'm going to restate this to get a clearer understanding of the problem
    1.  You have an SBS 2003 Server which includes a Fax Server utility
    2.  You want your Windows 7 clients to be able to send faxes through the SBS Server's fax utility?
    If this is correct. the procedure would essentially be the same as Vista Clients.  The official SBS blog addresses this topic here

    We have set this up as suggested. However the issue is that we cannot view the faxes in the inbox that have been received by the server unless the user is a member of the adminsitrators group.

    I'm guessing that the issue is to do with permissions on a folder or that users have to be a member of a specific group.

    After creating the mailbox, did you give other users permissions to the mailbox?

    Please could you clarify "mailbox" (I don't follow where this was set up). Is this an exchange mailbox in AD??

    The solution was to edit the security permissions on Fax(Local) located in the Microsoft Fax Service Manager. It was in this folder where the permissions needed to be added.
