Discreetly forward outgoing email messages to admin

How would I setup Exchange 2003 on SBS 2003 where everyone is using outlook 2007 to discreetly copy outgoing messages sent from a couple individuals to the president of the company?

    This application allows the Exchange administrator to set Message Journaling on per-mailbox basis. He can, for example, archive the messages addressed to the only user or to the group of users.
