server slow

I have my red hat linux server where oracle database is installed and recently I have noticed that the server is slow and even to login via putty it takes a longer time.  I have checked possible logs and could not find anything wrong. I then made a shutdown (after shutting down database script) for the server and restarted and now also the same issue. is is required to switch off the network switch also and start it for another check.  Sufficient space is there and memory also is there. Can anyone suggest the basic troubleshooting steps to troubleshoot the slow performance of the server including the logs checking.

First step
Stop the services which is not required.

Secondly try to give this command
/etc/init.d/network stop.
after this, if it is ok remove network card and check.

Thanks for the reply.  There are two network cards with different subnets
I can check the above tomorrow morning as now it is after office hrs. Also is thereany other fine tuning process
Which can be tried.

Check leds of HDD are they working all the time.(maybe disk is trashing)

Check do you have SWAP activated

Check with uptime and top command CPU use and wich aplication use it (if it is under load you can see there wich process is using it with top command)

Have u update Your kernel recently. If you did try boot into the old one and see if problem is still there.

If it is network issue try changing cables and ports on switches (even a restart of switch)
