You will need to add the reference:

Right Click -> References(Bin) in solutions explorer.
Click Add reference

Under the .NET Tab
Select  system.web.regularexpression version=2.0.0.0

This would mean that you donot have that assembly present in your GAC.
Did you do any upgrade of .NET or something before you built??

I agree the comment of isaackhazi, to solve this issue, you would be either install that dll again in GAC, or you can add file reference (by choosing the 'browse' tab when adding references) and make sure the dll is copied to the bin folder when you execute your exe.
