Windows Password Recovery has a little app made specifically for this purpose.  You can set the pw on that file to blank, then access it and remove the pw requirement altogether.  You can download the app off their website, one time use is $30.  Works a treat, I've yet to see it fail.  --TX

Found a Free PST Removal Tool Here:

http://www.nirsoft.net/utils/pst_password.html

Found out the password was the street name of where the client was born.

Silly Client

Thanks Everyone
