I don't think NOD32 will help you disabling the internet access on pcs!
why use your av for that?

That is the function of a firewall  or Parental Controls, not an a-v product.  What OS are you running on that PC?  If it's Vista or Win 7, PC comes built in and you can set it prevent access.  Otherwise, you will have to purchase a parental control app.

Another possibility is to not give the user Admin rights and using the Admin account, disable the network card.  However, if they need to use the LAN, that won't work.

I have a problematic user, so I would like to isolate him out by simply setting some ban on his PC locally.

Yep.  Use parental controls.

Again, what OS is on his laptop?

Actually, I have come up with another way to do this.

You can go into your router and, using the mac address of the laptop's network card, deny access to the Internet for that address only.

Can you tell me what the make and model (including version number) is of your router?

I've got that idea too, tho the router don't have any filtering.

Solved the problem by using gpedit.msc

User configuration>Windows Settings>Internet Explorer Maintenance>Connection

+ enter fake proxy address - 127.0.0.1

That works perfectly.

Thanks to all.

that would solve your problem temporarily! if the user ever decided to create a new account, the "fake" proxies wouldn't exist on the new account. on the other hand, if the user ever decides to install a new navigator (e.g. firefox) and doesn't use IE's settings, firefox will work! I'd suggest a limited account for the user, without being able to have administrative rights on local machine and a fake DNS under his TCP/IP settings. you could also mess with the hosts file under drivers/etc, commenting out websites you don't want him visiting or even restricting entirely the internet access.
