VPN

I need to register a website with different IP addresses as it allows only one IP for registration.

Secondly, there is a website only accept local region IP to register.

How can I use VPN to generate various IP and specify a particular region IP?

I use Windows 2003 server. Does it has any software that I need to install for VPN?

You can use the VPN services if others provide you. If you are asking if you can install a VPN on your own server and change to a particular IP, the answer is no.
VPN is not the only way to register a website with different IP. A HTTP Proxy will also help you.
