Stop Auto mount of an USB Drive on Fedora 8,9,10

I am an Administrator , i need to restrict the USB access to normal users on  a Fedora 8 Box.
i.e mount/unmount copying data to USB Drives

Look into SYSTEM -> PREFERENCES -> SYSTEM -> AUTHORIZATIONS -> STORAGE. Edit Mount file systems from removable storage. Select Admin Authentication in Active Console.

There is no such menu  as you answered, and the solution you are providing depends on the user
Desktop, I need a solution which should stop mounting usb storage devices in any user login in the
system.
