Access - cant get rid of laccdb

i have a multi-user DB that has a backend and a front end.  I recently added another table to the backend.  I tried to set the relationship of this new table with the other tables.  It will not let me do this because it is locked by another user.  i have verified that everyone in the office is out of the DB, however, the laccdb file does not go away.  How can i get rid of it so that i can set my table relationships?

    Kill the msaccess processes in the the server or workstation where the backend is (with taskmanager, ctrl shift esc, Processes tab, . Or restart that server or workstation.
