In the Tools menu of Visual Studio you have an "Connecto to device" option then you can start a mobile emulator with windows mobile.

Install Active Sync to share the internet with your mobile emulator.
in addition to above post:

- Install ActiveSync or Mobile Device Center (for Vista)
- in VS: Tools -> Device Emulator Manager -> select there the emulator you like, eg Windows Mobile 6.0 Professional Emulator (I assume you have installed some of the SDKs for WinMo, and if not - please do, it's easier than to bother with emulator images), then right-click and select Connect
- after the emu starts, r-click on it in Device Emulator Manager and select Cradle -> at this stage it will connect to ActiveSync and will behave like normal device
- you might need to go to Start->Settings->Connections->Connections->Advanced->Networks and select that Internet connects to Work Network

then Mobile IE will be able to see the network and the internet, so you can test your website
