Secondary DNS not updating, but reload from Master works.

We have a master (Windows 2003) and secondary (Windows 2008) DNS server.
We are only getting partial updates to the secondary server.  Where there should be 20+ entires there are only 4.  This happens every couple of days (I think).

I do not think it's a firewall issue because we are getting partial updates, and as soon as I right click the zone on the secondary server and choose "reload from master" all the records are updated.

Ideas?
Thanks!

Why not use AD replicated zones? There was a issue with Windows 2008 servers not recieving all records during DNS replication but I can't find the hotfix which will fix the problem but I still recommend using AD integrated zones.

I'd really rather stick with the basic Primary/Secondary setup.  We've got a number of different environments running that setup.
Any other ideas?
