All the sudden my sharing tab is missing on everything??  Any suggestions?  I have windows vista home premium 64-bit.  I use windows one care live for security.  It says in the networking center "custom" instead of "on" for the sharing.

"all of a sudden" is somewhat strange .....

In XP, we use to solve the problem by clicking explorer-->tools-->folder options-->view-->"use simple file sharing". In vista that's disabled by default. But again "all of a sudden" is pretty strange.

You must be logged on as an administrator to create shares.

Normally you should be logged on as a user; typically logging on with administrator credentials opens your machine and network to all kinds of security risks, especially if your network has an internet connection.

    Yes, all of the sudden.....
It was working a few days ago and now today and yesterday it is not.  I can not troubleshoot because now the computer will not even boot.  It says file read error upon startup.

Services.msc -> see if the workstation service is working. Usually if you have problems with Conficker, you workstation service will be crashed and the share folder will disappear. You should also have problem to visit other share folders.
Reboot your computer and you should see your share folders. Install MS08-067 patch afterwards.
