assigning a user a license in Citrix access assentials?

I have a server running citrix and I'm using citrix access assentials as the management console. I have published an application to a user, but it keeps saying unlicensed. I have several user licenses available and I'm trying to figure out how to assign a license to a user? Does anyone know?

you should be able to see the users that have been assigned licenses using the Quick Start tool.
In some cases administrators or test users that logged into the system get a license.
you can revoke those license and then the next logged in user will assume it,

Yes, I can see where I can revoke licenses but can't figure out how to assign one to a user, are you saying that when that user logs in it will be automatic?
