Isn't that alt + ctrl + V? ... or am I missing the point?

That's just brings up the windows to select formatting. I need a way to directly paste unformatted text into Outlook

In that case try puretext, and assign it to a short cut:

The default hot key is windows V which I have used and simply select the text copy via ctrl C then flag V to paste in the new position.  Right click the tray icon and change the hot key if required via the options selection.
