It's Adware.  See here - http://www.malwarebytes.org/malwarenet.php?name=Windows.Tool.Disabled

A lot of Malware names itself like it is a windows program.  Basically trying to fool you into thinking it is legitimate when it is really not.  Good Luck HTH.
