Outlook Encryption Problem

In the past couple of weeks whenever I open Outlook 2003 (SP3)  a window pops up that says:  Microsoft Office Outlook had problems encrypting this message because the following recipients had missing or invalid certificates, or confilicting or unsupported encryption capabilities.   The problem is this happens when I open Outlook and I have not even created a new message to send.   And the user it is displaying I have checked her contact information and there are no certificates, which there shouldn't be because we don't encrypt inside our own domain.    I click Cancel and it will stay gone for part of the day and will pop up randomly.  I have also tried to "Send Unencrpted" just to see what happened.  Nothing.    And there is no mail setting in my outbox to be sent to this user.    I am on Windows XP Pro.
Any help appreciated.

Have you confirmed that all required Service Packs and/ HotFixes for Office 2003 have been applied?

Yes, I have already read the KB article you mentioned.  
Yes, I am current on hotfixes and SP's.  

The KB article talks about "When you address an e-mail message "  etc.....In my case I am NOT adressing an email to anyone.    The error comes up as soon as I open Outlook in the morning.   I do not have a message "stuck" in my outbox.
I have attached the error window, .....I am on Office 2003 SP3 and we run WSUS and do weekly updates to all PC's.

As you've mentioned in your question, "we don't encrypt inside our own domain". Do you use digital signatures/ encryption for sending emails outside the domain?

It is my understanding that this error messages appears when you do not have the public key/ certificate for that particular user.

Also, are you using any search assistant/ similar add-ons for outlook?

Can you confirm the options you see in the the Outlook - Options --> Security (Encrypted e-mail)?

No, we don't use any digital signatures inside our domain.
I actually may have stumbled onto the issue yesterday.  I went to Options > Security and Deleted the setting that were there and the only difference between me and others was the Encryption Algorithm.   The one I deleted had RC2 and others had 3DES.    When I logged in this morning, no more error.

Do you think that was what was causing it, or was it just coincedence ?

Well, I thought that fixed the problem as it never did it yesterday but the error message is back again.  I have attached a screenshot of the informtaiton you asked about earlier.

Any more ideas?

This looks fine. Are you using any search related addons?
sorry, please disregard that. I didn't see the add-in manager screenshot in the the second document
Are you by chance getting the Outlook settings enforced using Security Settings Template from the Exchnge server?
Do You have OWA configured? Are you able to access it fine?

Is it possible for you to recreate the email profile of the user facing this problem (after ensuring proper backup)?
I am not sure if this helps.....We don't have our own exchange server.   We are hosted by Rackspace and mine is the only one this started happening to.  I can't help but think I have changed a setting that I didn't realize I did.
Well, you could try and recreate your profile if possible. This should bring everything to the default settings.

Do you have any IT support person in your organization that you can go to for help?

In the mean-time, I am also looking into this in more detail.
