Internet EXplorer experiencing 'Operation permitted" when trying to open link in new window

Hello All,

I have a co-worker that locked down a workstation to function has a Kiosk. He disabled menus and such from Internet Explorer using GPOs. What he also did was prevent Internet Explorer from launching new windows, tabs, or closing the browser. When A person tries to perform any of these actions they receive a "operation not permited. Contact your Administrator' error box. I need to find out how he could have done this and allow new windows to launch so links on a site will work. Does anyone know how he may have done this. I have not seen anything in the Administrative templates for IE that would do this so I am at a lose. Thank you.

he would have modified registry keys directly r throuh gpo
Disable the new window option in File menu of Internet Explorer.

Thank you for your help. The 'Disable New Window" and "Disable Open in New Windows" is disabled in the GPO that is applied to the OU that the user is located in and I am still having trouble. I have even changed the policy on the local machine on user configuration and it is still getting blocked. Any ideas where the registry keys are to these two policies?

in client machine run gpresult command

and see wt re policies applied

have you changed settings in computer conf r user conf?
Just user.. Computer is not set
may be some other policy applied to that OU?
I talked to the person that configured the machine and he just said he used Group Policies. I think some GPOs are not being applied. I'll have to look into it.
