Does any network monitoring software prevent from certain countries to access?

I use Windows 2003 server with IIS 6

    I don't think so. Your ISP can block SNMP port TCP/UDP 161 but that is also not true mostly. You can check your local machine if it has personal firewall turned ON or any 3rd-party firewall turned ON.

    Or, can I check the ip range and block them? Because I cannot see most foreign websites in China.

    Your ISP must have blocked those sites. Ask your ISP.
