create windows server 2003 users programmatically

Hi experts,
I have a windows 2003 server and I need to create users using a tex file that shows
user1 password1
users2 password2

and so on , could you suggest me a small script to automate this task?

There are a bunch of variations on the theme within that website, its pretty easy to adapt to whatever your specific needs might be.
