Run universal installer from menu "Oracle Installation products" say de-install
after de-installing delete  registry key HKEY_LOCAL_MACHINE\Software\Oracle .
And also remove oracle directories from file system.
Please remove any env variables set

do this in order
1-invoke the installer and then run uninstall;

<for Oracle server if versionproior to 11g restart to make sure your OCI interface is not working anymore>

2-invoke regedit and then remove the oracle folder.
3-go to program files nad remove the oracle folder.
