rtl Scrollbar in FireFox

In Firefox, scrollbar appears on Right Hand Side in rtl document, divs, etc..
We need is our site to look the same in IE and FF.

We found that this bug could be solved using "Layout.scrollbar.side" preference

1- Can we apply this preference from a script to the client browser ( I think stupid question but I want to make sure)
2- Is there any other final possiblity ( can't find strict answer anywhere)

    1 - No, the access in FF is restricted also to the user
    2 - Yes, using on the left a fake div high as the original one, the same content (or of the same height) and width of only 18px (only the cursor). The original div has style "overflow:hyde", the left div an onscroll event with something like "original.scrollTop=this.scrollTop"

    can you provide a link to your site?

    My assumption would be that the content language of the site would tell Firefox where to place the scrollbar.

    Solution is nice but there will be a time lag between scrolling and moving the div.
