sbs2008 migration - exchange email address policy cannot be configured

Hey fellow experts, this would be a migration question going from 2003 to sbs2008 (exchange 2003 > exchange 2007)

i received the following error and have tried the follwing resolve but step #2 of solution 3 errors out. with

[PS] C:\Windows\System32>Set-EmailAddressPolicy "Default Policy" -IncludedRecipients AllRecipients
Set-EmailAddressPolicy : The operation cannot be completed on the default e-mail address policy.
At line:1 char:23
+ Set-EmailAddressPolicy  <<<< "Default Policy" -IncludedRecipients AllRecipients

You will need to manually create a new policy under Organisation Configuration in Exchange 2007 Management Console or by using the Exchange Management Shell following the commands in the technet article.

Also try replacing "Default Policy" with something like "New Default Policy"

In the code you have above where you receive the error instead if typing "Default policy" type "new default policy"

says "New Default Policy" cannot be found on domain controller.

Are you able to manually create an email address policy using the Exchange Management Console under Organisation Configuration > Hub Transport?

The one labelled as default can you remove it?
Then create a new one.

That should sort you out?
