How could I know whether the PC is equipped with Tomcat and MySQL while running installation?  And then, copy couples files to Tomcat??  I am totally new to Installshield and I am using installshield 2010 (evaluation version).  Any suggestion?

If all you want to do is check if they are installed, you could do this with a managed custom action by checking registry entries for the programs, or check the existence of the program directories and files.  I can provide more details, or here is a link to a sample from Installshield.

Do you actually want to install Tomcat and MySql?  That's a bit different issue...
