If I have exchange data backed up from an old server that does not exist anymore is there a way to restore that mailbox data to some sort of file rather then to an exchange server?

It depends on how you did the backup. If you have the EDB files you could possibly restore those files to a temp directory and use a tool like ontrack powercontrols to open the database.
