Word 2007 Header/Footers stuck in "Same as Previous" mode

I have a Word 2007 document and am trying to create different headers for different sections.  I have made sure the "Same as Previous" button is deselected but it seems to make no difference.  Whatever I do in section 3 shows up in sections 1 & 2.....

    Have you run Office Diagnostics?  Any chance of uploading the document?
