Cannot start DHCP on Windows SBS 2003

I can't get DHCP to start on my server.
I am getting event id 1053, 1054, 1056 in the event log
1056 states to set the credentials but i can't do it in the admin tool because the server is not started and when I start it, it just stops again. I tried the command:
netsh
dhcp server 192.168.10.100d and I get: unable to determin the dhcp server version of the server 192.168.10.100
and same thing when i do the set dnscredentials

Server intenal ip is
192.168.10.100

server external ip is
192.168.1.110
192.168.1.1 GW

Router is 192.168.1.1

Some WS are getting the correct ip range 192.168.10.101-150
but others are getting an IP from the router 192.168.1.100-150

Duh,, I don't use DHCP on the router but some how it was enabled.
