I have the security bundle which has the VPN card.  The reason I'm upgrading is  I have a hwic-2fe and a DSU card that aren't being recognized and I know support was added with 12.4.(15)  

I'm must not sure which one to use to work with the VNP. And there is also the 15.1.1 that I'm not sure if that just a newer version of the 12.4

No, 15.1.1 is the new IOS version above 12. Personal i would stay away from it for a while since it just came out within the past 3 months. At minimum run it on a few lab routers to make sure it works with all the features you need. Just my opinion though.

Assuming you have a smartnet contract you should be able to upgrade to the latest version of the advipservices IOS without any additional charge. This image looks to support the VPN features you mentioned as well. If the two cards you are working with are supported starting with 12.4(15) then I would at least upgrade to that version.
using the feature navigator i mentioned before it looks like you can go to 12.4(25b). 15 is also an option but as i mentioned before I would stay away from it for a while. Let all the bugs get worked out first.

Also, I found my version 12.4(9)T5   under 12.4T.  Am I correct in assuming that the 12.4T is realse and the (##)T# is the revision?

yeah looks like the minimum IOS is 12.4(15) for these two cards. So I would upgrade to atleast that version of the advipservices IOS.

Correct

Using that tool it looks like 12.4(15)T11  seems to be the closes match.  It does have some differences but it seems to have the least differances.
