No, 15.1.1 is the new IOS version above 12. Personal i would stay away from it for a while since it just came out within the past 3 months. At minimum run it on a few lab routers to make sure it works with all the features you need. Just my opinion though.
Â
What are the specific cards that are not being recognized?

using the feature navigator i mentioned before it looks like you can go to 12.4(25b). 15 is also an option but as i mentioned before I would stay away from it for a while. Let all the bugs get worked out first.
Â
the Cards are  a  HWIC-2FE   and   HWIC-1DS-T1
So are the feature that come up below all the features that are included with that realse.
Also, I found my version 12.4(9)T5 Â under 12.4T. Â Am I correct in assuming that the 12.4T is realse and the (##)T# is the revision?

A router is a networking device that forwards data packets between computer networks. Routers perform the "traffic directing" functions on the Internet. The most familiar type of routers are home and small office cable or DSL routers that simply pass data, such as web pages, email, IM, and videos between computers and the Internet. More sophisticated routers, such as enterprise routers, connect large business or ISP networks up to the powerful core routers that forward data at high speed along the optical fiber lines of the Internet backbone. Though routers are typically dedicated hardware devices, use of software-based routers has grown increasingly common.
