Totally agree .... I've had too many MCSE's come to apply for a job and they are totally lost when it comes to the basics..... Buy the books....practice from the evals as suggested by demazter and if you wish to practice for the tests go to: http://www.testout.com/
It's actually quite amusing when someone puts MCSE (or MCITP) on their CV and then you get a chance to ask them questions!

Definitely agree. That may get you to a phone interview but that's about it. I get very particular about experience because I cannot afford to give you on the job training if you are coming in as an engineer. I usually promote from within as I can see those who are movers and shakers first hand.

I suggest he/she downloads the evaluation software from the Microsoft site and installs it on Virtual machines to actually get a feel for the software.
