L2TP VPN works with XP but not with windows7

I have a Juniper SSg-5 Router and can connect to the VPN with XP Pro PC's without issue, but when i try to set up a connection in Windows 7 i cannot connect. Here is the error i get.
Error 788: The L2TP connection attempt failed because the security layer could not negotiate compatible parameters with the remote computer. I set it up with the same options as the XP Pro connection what am i missing?
