set up new and password  active dir (windows cannot set the password for the user because the password does not meet the password policy requirement . check the minimun
password length, password complexity and password history requirement
using 2003 serv.

By default, users passwords need at least 1 Capital letter and 1 number and I believe the legnth is 7 characters.  But, you can verify all this in Domain Security policy.
